Logging into the new NHAIS ILL System

The final numbers aren't in but it looks like somewhere around 375 people attended ILL training this week. Yay! Now those folks are experimenting with the new system and doing practice exercises until the test period ends next Friday (October 4) at 5 p.m. That's when all ILL transactions created during the test period will be cleaned out in preparation for the launch of the new NHAIS ILL System on Tuesday, October 8.

The NHAIS Help Desk has heard from several users who've had problems logging in to the new system. More often than not, it's because they didn't select their library's name from the drop-down list at the top of the login box.

You can avoid this step by following instructions to configure a library-specific URL for the new system and saving that address as a bookmark/favorite in your browser.

ILL Requests for SIP2 Libraries

As libraries have started practicing we have heard from several libraries who chose to have SIP2 configured that they are seeing a step they didn't expect. This was covered in the class about Patron Initiated ILL but is causing some confusion for folks.

Defined Lender Strings

The New Hampshire Interlibrary Loan Protocol Manual defines how NHAIS libraries should select lending libraries for their ILL requests. In previous iterations of the NHAIS ILL system libraries built a lender string for each individual transaction and libraries were expected to comply with the protocol but there was no way to make it really easy for them to do so consistently.
The SHAREit system from Auto-Graphics--our new NHAIS ILL System--automates the construction of lender strings so libraries don't have to create them each time they place a request.

When a request is made in SHAREit the system checks to see which libraries hold the desired item (including both libraries in the Union Database and those connected to the system via Z39.50) and creates a lender string of all the libraries that have an available copy of the item at the time the request is placed. This string of potential lenders is sorted by the system based on a "Preferred Lender String" that has been defined for each individual library in the state. Those preferred lender strings were compiled based on the ILL Protocol manual.

To translate the protocol into library-specific lists of potential lenders some interpretation was needed. This is the relevant section of the manual:

SELECTING A LENDING LIBRARY
Certain protocols must be followed when selecting a lending library.  To the extent that this is possible, the online ILL system will automate this selection in accordance with these protocols. Factors such as geographic proximity and size and type of library will influence this choice.
  •  The borrowing library should request the material from a library within the local area; e.g., a library within its van district.
  • The borrowing library should request the material from a like-type library. Thus, school libraries should make their first requests of other school libraries, public libraries from public libraries, etc.
  •  Libraries should attempt to request material from smaller libraries whenever possible so as to better share the ILL load.

To implement the "local area" part of the protocol every NHAIS member library, whether it gets van delivery from NHSL or not, was assigned to one of 5 geographic regions: Capital District, Lakes Region, North Country, Southwest Area, Southeast Area.

The first section of each NHAIS ILL participant's preferred lender string includes the libraries in its same geographic region. To implement the "like-type" part of the protocol those libraries within the geographic region were then sorted by type of library (public, school, special, academic). Libraries of the same type as the participant will be listed first with all the other types following in a single sequence sorted by size of collection with the smallest ones first. The collection size data that we used was the number of holdings included in NHU-PAC at the start of 2019.

The second section of each library's preferred lender string is all the libraries that are NOT in its same geographic region sorted by type of library with the type of library the participant is at the top of the list and the other types following and both type sections sorted by size of collection with the smallest ones first.

For example, if our training libraries were a geographic region of their own the preferred lender list for the Lilac Public Library would look like this:
  • Birch Public Library (collection size =1665)
  • Ladybug School Library (collection size =149)
  • Finch Museum Library  (collection size =1208)
  • Newt School Library (collection size =1503)
  • All the other Public Libraries in the state sorted from smallest collection to largest
  • All the Special, School, and Academic libraries in the state sorted from smallest to largest
The  preferred lender list for the Ladybug School Library would look like this:
  • Newt School Library (collection size =1503)
  • Finch Museum Library  (collection size =1208)
  • Birch Public Library (collection size =1665)
  • Lilac Public Library (collection size =5015)
  • All the other School Libraries in the state sorted from smallest collection to largest
  • All the Special, Public, and Academic libraries in the state sorted from smallest to largest
When we go live with the new system you will be able to see your library's lender string in your participant record. There is a system-wide lender string which only applies if there is no "preferred lender string" defined for a specific library which doesn't apply to any of the libraries who are set up to use the system. Your library's requests will go to a lender string built by the system based on actual item availability in the order the libraries are listed in your "preferred" string. Please note that ALL the NHAIS libraries, whether they are participating in ILL right now or not are included in the preferred lender strings. This is so that any NH library can be added to the system without us having to modify every lender string. If a library in the string isn't currently configured as a participant the algorithm will ignore the code when constructing a lender string for a request.

This automated lending string will save time for ILL staff each time a request is placed and will result in many more potential lenders for each request as EVERY library in the NHAIS ILL System that holds a particular item will be included in the request string until someone fills it, everyone says "no," or the "need by date" passes. It will also balance the ILL load across all participants in the system.

Practicing in the New NHAIS ILL System

Those of you who attended training this week can log into the new NHAIS ILL System between now and 5pm on Friday, October 4, 2019 and practice what you learned about using the new system. On Friday all the ILL transactions in the system will be deleted and all the practice passwords will be wiped out.

Please note that between now and go-live we will be updating participant records, loading holdings, testing and tweaking, and generally making sure things are as they should be for go-live. If you are seeing anything in the training system that looks weird or isn't what you expected don't worry about it. AFTER the go-live please let the NHAIS Help Desk know if you find things that don't work as the training led you to expect. Before that, you should assume it will be sorted out before we go live.

If you want to set up your library-specific URL and see what your usernames are check out Logging into the New ILL System. The training passwords--only until 10/4/19--match each user name. Real credentials for the system will be sent to the library director of each library that was profiled to participate in NHAIS ILL and for which someone from that library attended an ILL Training class this week.

Practice sheets have been created for Using NHAIS ILL and for Holdings Maintenance. 

On the practice sheet there is a special record we have designated to use for practicing Holdings Maintenance. Any changes you make to your holdings in the training system MAY be there in the live system, so use the practice record rather than mess with your actual holdings. Don't assume that  holdings changes made in the practice period will be there either though, it depends where you are in the loading process. Practice holdings maintenance on the practice record!

Handouts for Next Week's Training

We have been working on creating documents and instructions for various elements of the new NHAIS ILL System which will be discussed in next week's training sessions. Several of the handouts are there already and we expect more to be added by the end of the day on Monday, 9/23/19.

If you want to print handouts ahead of the training sessions you are attending you will find them at  https://www.nh.gov/nhsl/nhais/training.htm.

Passwords, including those for Z39.50 connectivity will NOT be available until after the go-live on October 8, 2019 so please do not contact the NHAIS Help Desk before that to ask for them.

Van Delivery News - Week of September 23, 2019


Good Afternoon,

Lots going on next week with Van Delivery…

Jim DeMaio, Southeastern A driver (Tues/Wed/Thurs), will be returning to work on Tuesday, September 24, 2019.  We are all happy to have Jim back!

Jim Weatherbee, Southwestern route driver, is off Tuesday, September 24, 2019.  Judy Werner will be filling in for Jim on Tuesday.

Heather Brownell, North Country route driver will be out for the week.  Jill Witham will be filling in for her while she’s out.  There will be a couple of changes to the routes as Jill will be coming up from Concord each day.  On Tuesday, Jill will return to Concord after Madison.  Twin Mountain will get their delivery on Thursday morning on Jill’s way north.  Bartlett will get their delivery on Friday, between Jackson and Bethlehem.  

While Jill is covering Heather’s North Country route Judy Werner will be covering Jill’s Wednesday Capital route.

Also, I will be on vacation September 23rd through October 7th.  I am not sure who will be covering my Lakes Region route next Friday, September 27th (probably either Charles Shipman or Tim Rowe). Jill Witham or Judy Werner will cover Friday, October 4th.

Barring any unforeseen circumstances, all of the routes will be covered while people are out.  Thank you for your patience.
